Raymond D. Butler
Chief Executive Officer (CEO)
Raymond D. Butler is Chief Executive Officer of the Armed Security Inc. and Ray Butler Security. He has more than thirty (30) years of experience gained via education, law enforcement, and security operations. Mr. Butler has a Degree in Criminal Justice from Catonsville Community College and a Degree in Political Science from the University of Maryland. Mr. Butler uses his extensive education and experience to train security professionals and has trained more than 1800 armed and unarmed security officers since September 11, 2001. Mr. Butler received a line of duty injury and was honorably discharged from the United States Marine Corps.
Mr. Butler served as a machine gunner assigned to the 2nd Marine Division. His career is founded on ethics, integrity, and high standards. Mr. Butler understands that the client comes first. This is evident in his personal and professional philosophy: “Always keep the promises that we make and always do the right thing.”
Sr.Vice President (VP)
Mrs. Carol Troutman is Sr. Vice President of the BUTLER TEAM and is responsible for managing the day-to-day operations of BUTLER SECURITY’S security support services to government and commercial clients. Ms. Troutman has over 22 years of experience in the areas of Accounting, Contract Management, Business Development, Physical Security and Protective Force Operations, Contract Compliance and QA Surveys and Assessments.
Raymond J. Fink
Director of Training
Mr. Raymond J. Fink is the Director of Training. He is immediately responsible for guard operations, training, and quality control for all on-the-ground Contract requirements as they relate to the management and supervision of security guard services. He lends a high degree of training and experience to the Contractor’s operating team, resulting from twenty-one years in leadership roles that include fifteen years military service with significant war-zone assignments in special operations. In addition to extensive combat readiness and non-commissioned officer development, Mr. Fink has successfully completed specialized training related to counter-terrorism, surveillance, technical and tactical intelligence, close protection, nuclear and biological operations, communications, Incident Command Systems, National Incident Management Systems (FEMA).
Louis F. Brown
National Operations Manager
Mr. Louis F. Brown is the National Operations Manager for Butler Security, Inc. Mr. Brown is a retired Special Agent, United States Air Force, Office of Special Investigations (AFOSI) and was trained as a Criminal, Counter Intelligence and Counter Espionage Agent. He attended various Specialized Schools, to include The Armed Forces Pathology, FBI Hostage Negotiations, California State Police Academy, for Protective Services Operations. He oversaw many PSO throughout the world and assisted on details for the Vice President, Secretaries of State and Defense. In addition Mr. Brown successfully completed the Counter Terrorist Driving Instructors Course and subsequently trained over two hundred Agents from around the world. Prior to joining Butler Security, Inc, Mr. Brown was the Chief Operating Officer of C. Davis & Associates (CDA) and Executive Director of Business Development (DBD), wherein he managed the day to day operation of over 60 million USD of projects in Afghanistan and the United Arab Emirates (UAE). Mr. Brown was the Chief Operating Officer, Iraq Operations for The Sandi Group (TSG.) He managed over 600 million USD in contracts in support of the Department of State (DOS). These contracts included the construction, life support, IT, and security for four hotels and forty Forward Operating Bases throughout Iraq.
